Why Portugal's Records, Not Washington's
The Context
The context every page needs: who counts Americans abroad, and who doesn't.
The United States publishes no count of its own citizens abroad. Its best federal figure, 3.3 million Americans worldwide, is a statistical model built to size the overseas electorate, and the same model said 4.4 million two years earlier. The Census Bureau decided in 1976 to exclude private Americans abroad from the decennial enumeration (overseas federal employees and military are still counted). What Washington publishes instead is fragments: Social Security checks mailed to foreign addresses, tax returns claiming foreign income, quarterly lists of people who gave up their citizenship. ›Initial residence permits increased very substantially between 2015 and 2024, with rapid growth particularly after 2021.
›Migration is dominated by "other reasons", reflecting lifestyle migration, investment pathways (e.g. Golden Visa), and non-employment residence routes.
›Family-related permits also increased significantly, while employment remains smaller and education declined.
›The total number of valid residence permits increased sharply (2,616 to 20,398), indicating exceptionally strong growth in the resident U.S. population.
›Long-term residence increased rapidly from negligible levels before stabilizing, suggesting growing but still evolving settlement patterns.
›Citizenship acquisition has also increased, reflecting relatively accessible naturalization pathways.
