Why India's Records, Not Washington's

The United States publishes no count of its own citizens abroad. Its best federal figure, 3.3 million Americans worldwide, is a statistical model built to size the overseas electorate, and the same model said 4.4 million two years earlier. The Census Bureau decided in 1976 to exclude private Americans abroad from the decennial enumeration (overseas federal employees and military are still counted). What Washington publishes instead is fragments: Social Security checks mailed to foreign addresses, tax returns claiming foreign income, quarterly lists of people who gave up their citizenship. What the Research Found
The FindingsFindings from the India research, drawn from the official record.
- Headline US-born stock (UN DESA International Migrant Stock 2024): 16,671 in 2024, peaking at 19,105 in 2010 and declining modestly since. UN DESA bilateral data is the only available cross-source time series.
- No dual citizenship. Constitution Article 9 and Citizenship Act 1955 Section 9 cause automatic loss of Indian citizenship on acquiring foreign nationality. The Overseas Citizen of India (OCI) card is the workaround for diaspora ties; it is a lifetime visa, not citizenship.
- OCI cardholder population - approx 4 million globally (2022). Reported by the Indian Ministry of External Affairs; the US share is the largest single component. OCI cardholders count as visa-holders, not residents in the immigration sense.
- Naturalization grants to former US citizens are small but quantified. MHA Lok Sabha Unstarred Question 1435 (20 September 2020) publishes the country-wise annual series 2015-2019. The USA row gives 25 (2015), 25 (2016), 25 (2017), 20 (2018), 10 (2019) for 105 grants total over the five-year window.
- Reverse-direction citizenship flow is much larger. 2,25,620 Indians renounced Indian citizenship in 2022 and 23,44,860 Indians departed for employment abroad in the same year (same MEA response).
- Residence permits not published. FRRO registrations of foreign nationals are administrative records held by the Ministry of Home Affairs Bureau of Immigration; aggregate-by-nationality figures are not in the public domain.

Census D-02 counts persons by last residence, not citizenship — it captures returning Indian nationals as well as Americans. 89% urban; sex ratio near parity.

The gaps: Published as a regular series: naturalizations. Published only partially or as one-off estimates: US-born residents. Not published: resident US citizens, annual arrivals, residence or work permits. Those gaps set the grade; they do not make the published figures wrong. What the partial figures can support: US-Born comes as a one-off figure rather than a yearly series: good for a snapshot of today, not for reading a trend.
This page uses 10 (2019) as the latest available US naturalisation figure, with the vintage flagged. The naturalisations series runs from 2015 to 2019 and carries an explicit source note that it stops there: country-wise detail was withdrawn from publication while the aggregate series continued, and India's US flow is near-zero by design.
