Why Pakistan's Records, Not Washington's

The Context

The context every page needs: who counts Americans abroad, and who doesn't.

The United States publishes no count of its own citizens abroad. Its best federal figure, 3.3 million Americans worldwide, is a statistical model built to size the overseas electorate, and the same model said 4.4 million two years earlier. The Census Bureau decided in 1976 to exclude private Americans abroad from the decennial enumeration (overseas federal employees and military are still counted). What Washington publishes instead is fragments: Social Security checks mailed to foreign addresses, tax returns claiming foreign income, quarterly lists of people who gave up their citizenship. So this project counts from the receiving side. Every figure on this page comes from records Pakistan itself publishes, read under the same rules applied to every country in the project. What the Research Found

Pakistan presents one of the most limited data environments for identifying U.S. nationals of all countries assessed in this project to date.
Key finding: No publicly available Pakistani dataset separately identifies U.S. nationals.
In both the PBS 7th Digital Census 2023 (Table 4.16) and the UN DESA International Migrant Stock 2024 bilateral matrix, U.S. nationals are subsumed within an 'Others' residual category alongside all non-Afghan, non-Bengali, non-Chinese nationalities.
The 'Others' category stands at 172,158 persons in the PBS census and 646,206 in UN DESA 2024; neither figure can be attributed to U.S. nationals.
Pakistan's migration landscape is structurally dominated by two groups: Afghan nationals (~1.9 million, primarily conflict-related) and Indian-origin migrants (~1.6 million, primarily post-partition).
