Why Kenya's Records, Not Washington's

The United States publishes no count of its own citizens abroad. Its best federal figure, 3.3 million Americans worldwide, is a statistical model built to size the overseas electorate, and the same model said 4.4 million two years earlier. The Census Bureau decided in 1976 to exclude private Americans abroad from the decennial enumeration (overseas federal employees and military are still counted). What Washington publishes instead is fragments: Social Security checks mailed to foreign addresses, tax returns claiming foreign income, quarterly lists of people who gave up their citizenship. - Headline US-affiliated stock (KNBS 2019 Census Volume IV Table 2.31): 13,781 non-Kenyan Americans plus 596 Kenyan Americans (self-reported US-affiliated Kenyan category; legal basis not defined by KNBS), for a combined cohort of 14,377 at the 2019 census moment.
- Census methodology - self-reported nationality, not country of birth. KNBS classifies foreign residents by self-reported ethnicity / nationality at enumeration in Volume IV.
- Dual citizenship: permitted, conditionally. Kenya permits dual citizenship under Constitution 2010 Article 16 and Citizenship and Immigration Act 2011 Part III, with mandatory disclosure of a second citizenship within three months.
- Permits: not published by nationality. The Directorate of Immigration Services administers all foreign-national residency under the Citizenship and Immigration Act 2011 (Act No. 12 of 2011). Permit issuance and stock breakdowns are not published by nationality at the country level.
- CBK Diaspora Remittances - reverse-flow context only. The Central Bank of Kenya monthly Diaspora Remittances Survey identifies the United States as the largest single source of remittances to Kenya: approximately 51 per cent of inflows in 2024 and 56 per cent in April 2025, against a 2025 total of US$5.04 billion.
- Late-2024 Act amendments - open item. Secondary legal commentary reports the Citizenship and Immigration (Amendment) Regulations 2024 introduced four new permit classes (Q, R, N, P).
