Why Kosovo's Records, Not Washington's

The Context

The context every page needs: who counts Americans abroad, and who doesn't.

The United States publishes no count of its own citizens abroad. Its best federal figure, 3.3 million Americans worldwide, is a statistical model built to size the overseas electorate, and the same model said 4.4 million two years earlier. The Census Bureau decided in 1976 to exclude private Americans abroad from the decennial enumeration (overseas federal employees and military are still counted). What Washington publishes instead is fragments: Social Security checks mailed to foreign addresses, tax returns claiming foreign income, quarterly lists of people who gave up their citizenship. •Kosovo provides real official U.S.-specific data in two domains: American temporary residence-permit stock and American work-related temporary residence permits.
•Verified U.S.-specific values were recovered for 2019, 2021, 2022, and 2023.
•The 2023 migration profile continues this pattern, reporting 201 temporary residence permits and 144 employment-related temporary residence permits for U.S./American nationals.
•No extractable U.S.-specific public series was identified for 2014-2018, 2020, or 2024 in the reviewed source set.
•No extracted U.S.-specific annual series was identified for U.S.-born population stock, U.S.-specific inflows, U.S.-specific outflows, or nationality-specific naturalizations.
