Why Oman's Records, Not Washington's

The United States publishes no count of its own citizens abroad. Its best federal figure, 3.3 million Americans worldwide, is a statistical model built to size the overseas electorate, and the same model said 4.4 million two years earlier. The Census Bureau decided in 1976 to exclude private Americans abroad from the decennial enumeration (overseas federal employees and military are still counted). - Oman's only source with explicit U.S.-citizen disaggregation is the NCSI 2024 Visitor Survey: 9,116 U.S. citizen visitors in 2024, out of 16,922 U.S.-resident visitors in total. That single data point is the basis of Oman's transparency score.
- Oman is among the more regular GCC states in its statistical publications, with a consistent yearbook format back to 2009, but the Omani or expatriate binary is the maximum granularity across virtually all publications.
- The current Omani Nationality Law (Royal Decree No. 17 of 2025, issued February 2025) reduced the standard naturalization residence requirement from 20 to 15 years and introduced specific marriage-pathway terms.
- The Ministry of Labour's quarterly expatriate workforce datasets captured approximately 2.0 million private-sector workers at end-2024, broadly comparable to NCSI's total expatriate population estimate.
