Four of the five US missions the State Department plans to close don't handle routine passport renewals or reports of birth abroad. The fifth does, and it is the only American diplomatic presence in its country.

The department notified congressional committees late the week of July 27 that it intends to shut the embassy in St. George's, Grenada; the consulates in Nagoya and Medan; the post in Winnipeg; and an embassy branch office in Douala, Cameroon. Reuters reported the notice first. The Associated Press obtained the notices and put the expected savings at roughly $4.4 million a year.

A State Department spokesperson confirmed the Winnipeg closure to CTV News on Aug. 4, calling it a reflection of the department's "commitment to efficient resource management." The department has not published a closure date for Winnipeg or for any of the other four posts. The notice to Congress remains unreleased.

Which posts actually serve US citizens

State's own consular pages answer this, and the answer cuts against how the closures have been framed.

  • Nagoya. State's consular district table for Japan assigns Aichi prefecture, where Nagoya sits, to Osaka. Americans in the region already travel to the Osaka consulate general for citizen services.

  • Medan. The Jakarta embassy handles citizen services for all of Sumatra, along with Kalimantan, Papua and several Java provinces. Medan's consular district covers nearly 60 million people across 10 provinces, but not for passports.

  • Winnipeg. The post does not process passport applications or visas, the embassy in Ottawa says. Manitoba falls to the consulate general in Calgary, roughly 1,300 kilometers west.

  • Douala. All citizen services in Cameroon run through Yaoundé. State describes the Douala consulate's consular function in the past tense; it closed in 1993.

Grenada is different. The embassy in St. George's handles passport renewals, reports of birth abroad and notarials by appointment, under Embassy Bridgetown in Barbados. Bridgetown already covers Barbados, Antigua and Barbuda, Dominica, Grenada, St. Lucia and St. Vincent and the Grenadines from a single post about 240 kilometers north across open water.

The distinction changes what a closure costs. Shutting a post that does trade promotion and visa interviews removes a diplomatic function. Shutting one that renews passports removes the only place in a country where a US citizen can replace lost documents, register a newborn or swear an affidavit. Four of these do the first. One does the second.

Grenada's citizen services were already intermittent

St. George's suspended American Citizen Services in July 2025 and resumed them on Sept. 3 that year. An earlier suspension ran until Sept. 28, 2022. Twice in four years, Americans in Grenada have had to route routine consular business through Bridgetown or wait for the post to reopen.

Closing it makes that permanent. Grenada has roughly 115,000 residents and hosts St. George's University, whose medical school enrolls a substantial American student body. No federal agency publishes how many US citizens live there, so no figure exists for how many the closure affects.

Winnipeg is the smallest post and the loudest reaction

The Winnipeg office opened in 2001 to promote trade with Manitoba and employs two local staffers. The United States had a presence in the city for 113 years before an earlier closure in 1986.

Andrea Charron, director of the Centre of Defence and Security Studies at the University of Manitoba, told CTV the decision ignores Winnipeg's role in Norad operations and its US military population. Diplomatic and trade duties shift to the embassy in Ottawa, about 2,000 kilometers east. Six consulates general remain in Canada, in Toronto, Calgary, Halifax, Quebec City, Montreal and Vancouver.

Manitoba's government said the consulate operates separately from the province's own trade office and that the closure doesn't change that office's role.

Where this sits against the department's other moves

The closures land as the Department of State reopens embassies in Caracas, Damascus and Tripoli, and after it announced the permanent closure of the consulate in Peshawar earlier this year. Reuters characterized the five-post notification as a rare downsizing not tied to any single geopolitical event.

Every US mission website now carries a worldwide caution advising Americans to exercise increased caution. The irony: the department is telling citizens abroad to be more careful in the same month it reduces the number of places they can reach it.

State has not said whether Americans in Grenada will be assigned to Bridgetown, to a consular agent or to periodic outreach visits.
